Private-led submission in health technology assessment

A global review of 220 countries, territories and areas

Health technology assessment (HTA) applies systematic, explicit methods to assess the value of a health technology across its lifecycle. Private-led submission (PLS) is the arrangement under which companies make proactive submissions to an HTA body to support appraisal and decision-making. This review maps both across 220 countries, territories and areas (CTA) — which have an identifiable HTA process, and which of those accept submissions initiated by industry.

Methods, definitions and limitations

How the review was done

  1. Searched organisational reports (for example WHO documents) and published methods guidance on HTA agency websites to identify HTA status.
  2. Summarised HTA implementation status for each country, territory or area. Assumption: those without an established HTA framework are unlikely to operate a PLS system.
  3. Searched for PLS status using targeted keywords (dossier, company, private sector and related terms), interpreting original articles and grey literature where explicit guidance was absent.
  4. Concluded and mapped the availability of PLS across the target countries, territories and areas.
  5. Double-checked and verified all findings for accuracy.

A multidisciplinary approach that applies systematic and explicit methods to assess the value of health technologies across different stages of the technology lifecycle.
Private-led submission (PLS)
Companies make proactive submissions to HTA bodies to support appraisal and decision-making.

Status categories

    Reading this dashboard with care

    • Insufficient data is not a negative finding. For 29 countries, territories and areas the review could not establish HTA or PLS status; their HTA and PLS fields are left blank rather than recorded as “No”.
    • The empty cell in the cross-tabulation is structural. No country, territory or area is recorded as accepting PLS without an HTA process, because step 2 of the method assumes this combination does not arise.
    • Absence of evidence, not evidence of absence. “No HTA identified” means no HTA process was found in the sources searched; decision-making informed by evidence may still occur through other routes, such as essential medicines list processes.
    • Sources vary in strength. Entries rest on a mix of peer-reviewed literature, agency methods guidance, WHO country profiles and network membership lists. Follow the source links before citing any single entry.
