This report examines global experiences in coordinated procurement of health technologies and explores their potential application for antibiotics in ASEAN. Drawing on a scoping review and stakeholder consultations, it analyses key determinants—including governance, financing, regulatory systems, and operational processes—and identifies lessons learned and recommendations for coordinated procurement mechanisms in the region. The report provides evidence-informed insights to support the design of self-reliant systems that improve access to antibiotics and move decisively towards Universal Health Coverage (UHC) in ASEAN.
The report was prepared by Dr. Shiela Marie Selisana, Ms. Chayapat Rachatan, Dr. Zin Nwe Win, and Ms. Saudamini Dabak from HITAP, with inputs from Dr. Yot Teerawattananon.
