Executive Summary
The 4th Regional Workshop on Advanced Economic Evaluation was held on 23–25 February 2026 at Jawaharlal Institute of Postgraduate Medical Education & Research (JIPMER) in Puducherry, India. The workshop was co-organized by JIPMER, the Saw Swee Hock School of Public Health, National University of Singapore (SSHSPH NUS), and the Health Intervention and Technology Assessment Program Foundation (HITAP). It was conducted under the aegis of SAPPHIRE and the HTAsiaLink network.
The three-day workshop aimed to strengthen participants’ understanding and technical capacity to conduct model-based economic evaluations. The course was based on exercises developed by HITAP, using a real-world case study in Thailand, with adaptations to respond to the audience. The program combined lectures, hands-on exercises, technical group discussions, and policy-oriented dialogues. Key topics include the construction of Markov models for economic evaluation, deterministic and probabilistic modeling using Microsoft Excel, interpretation of results for diverse audiences, and best practices for reporting economic evaluation studies. Sessions were delivered by lecturers and facilitators from HITAP, JIPMER, and NUS.
The workshop brought together participants from multiple resource centers under HTAIn, fostering opportunities for knowledge exchange and regional collaboration. In total, 26 participants attended the training. In post-workshop surveys, participants rated the delivery of each session, indicating an overall positive experience with suggestions for future workshops to incorporate more exercises and to potentially expand the duration with shorter daily sessions. Future workshops could build on the experience from this training to strengthen capacity for economic evaluation.
