Health technology assessment (HTA) supports evidence-informed health policy and sustainable universal health coverage. This study reviewed HITAP’s HTA capacity-strengthening activities from 2010 to mid-2025 and interviewed HTA decision-makers from seven countries. A total of 278 activities across 25 countries were identified, with most engagements in Asia and focused on knowledge sharing and research collaboration. Since 2022, multi-country activities have increased. Participants reported stronger HTA awareness, technical capacity, and institutional development, including guidelines, publications, dedicated HTA units, formal agreements, and regulatory reforms. Sustainable HTA capacity strengthening requires context-specific, long-term collaboration and greater emphasis on cross-country learning.
