This report provides an overview of regional efforts to strengthen HTA capacity across Southeast Asia under the Association of Southeast Asian Nations (ASEAN) Health Cluster 3 (AHC 3) Work Programme.

Led by Health Intervention and Technology Assessment Program Foundation (HITAP), in collaboration with the Ministry of Public Health through its Health Technical Office (HTO), the initiative supports ASEAN Member States in developing sustainable HTA systems. Key approaches include strengthening regional collaboration through HTAsiaLink and delivering targeted capacity-building activities for researchers and policymakers.

The report summarises progress made under Health Priority 16 (4, 5), focusing on enhancing technical capacity and fostering a stronger regional HTA network. It highlights key activities implemented between 2021 and 2025, including regional trainings and collaborative engagements, as well as participation across ASEAN Member States.

By documenting these efforts, the report offers insights into how regional cooperation can support the institutionalisation of HTA and contribute to more evidence-informed decision-making in health systems across ASEAN.
