“ASSIST” เครื่องมือคัดกรองการเสพสารเสพติดที่ใช้ง่ายและคุ้มค่า
ปัญหาการดื่มเครื่องดื่มแอลกอฮอล์ การสูบบุหรี่ และการใช้สารเสพติด เป็นปัญหาสำคัญ ทั้งในเชิงสุขภาพและสังคม การทำให้ผู้เสพติดสิ่งเหล่านี้เลิกได้ จะช่วยลดความสูญเสีย ทางเศรษฐกิจได้อย่างมาก การแก้ปัญหาในด้านสาธารณสุขสามารถทำได้ด้วย การคัด กรองและประเมินความรุนแรงของปัญหาให้ถูกต้องเพื่อจัดการดูแลรักษา

เมื่อนโยบาย “30 บาทรักษาทุกที่ ด้วยบัตรประชาชนใบเดียว” ทำให้ประชาชนสามารถใช้สิทธิบัตรทองได้ทุกหน่วยบริการที่เข้าร่วมโครงการ การกำหนดรูปแบบการเบิกจ่ายและอัตราค่าบริการที่เหมาะสมจึงเป็นประเด็นสำคัญสำหรับหน่วยบริการเอกชน
